FedRAMP 20x: When to Involve an Agency Liaison
Agency liaisons can help clarify general FedRAMP, reuse, initial authorization and monitoring processes, plus vendor status within their own agency. Ask the agency counterpart to identify its liaison; the published contact route uses an agency email to info@fedramp.gov. The voluntary program does not transfer agency risk acceptance, confer approval or promise a turnaround. Keep provider-specific FedRAMP questions on the direct support route and formal notifications on their applicable channels.

Main question
When should a 20x provider involve an agency counterpart’s FedRAMP liaison?
FedRAMP 20x: When to Involve an Agency Liaison
An agency customer has your certification package, but its team is unsure how reuse, authorization or ongoing monitoring fits its own process. The next useful step may be a conversation with the agency’s FedRAMP liaison. Prepare that conversation around the unresolved question and the agency decision it supports.
The Agency Liaison Program is an established support route. Its guidance describes a voluntary community of trained agency contacts who teach and facilitate FedRAMP processes. It is separate from proposed Phase 4 agency engagement, and liaison assistance does not itself confer certification or agency authorization.
Use the liaison for questions about agency process
The published guidance identifies general FedRAMP questions, reuse, initial authorization and continuous monitoring as areas where liaisons can help. It also says a liaison can clarify a cloud vendor’s status within that liaison’s own agency. That is useful when a provider and customer are using the same words for different stages of adoption.
| Question to clarify | Useful context to bring |
|---|---|
| How does this agency reuse the package? | Offering identity, relevant package reference and the customer’s open question |
| Where does initial authorization stand? | Agency system or use under discussion and the unresolved process step |
| How does the agency organize ongoing monitoring? | Relevant report or review reference and the agency team seeking context |
| What does an agency-specific vendor status mean? | Exact label, where it appeared and which agency assigned it |
These are editorial preparation prompts, not an official intake form or a list of decisions assigned to the liaison. Ask who owns the next decision rather than treating a process explanation as approval.
Let the agency counterpart identify the contact
Most major agencies have a liaison, and many subagencies or departments have their own. The guidance does not say every agency has one. Its current contact instruction is for agency personnel to email info@fedramp.gov from their agency email to identify their liaison or join the program. If an agency has no identified liaison, FedRAMP can help designate a contact and enroll the agency.
A provider can ask its agency counterpart to use that route. This is agency participation, not enrollment of private vendors in the liaison community.
AGU-AGC-LIA separately says agencies SHOULD assign at least one federal employee as an active participant. Under FedRAMP’s definition of SHOULD, departures can have valid reasons in particular circumstances, but their implications are carefully weighed and handling decisions documented. That agency recommendation does not make liaison involvement a provider prerequisite for every customer conversation.
Keep advice and authorization in their proper places
Agency-use guidance keeps risk acceptance with the agency authorizing official for the agency’s specific use of the service. That includes the information, configuration, integrations and controls operated by the agency. Agencies still complete their own ATO or ATU even when reusing FedRAMP Certification evidence.
Liaison help can clarify a process or identify the responsible contact. It is not certification, sponsorship, procurement approval or an ATO. A useful follow-up record distinguishes what was explained, what remains unresolved, who owns the decision and the next agreed action. Set follow-up expectations with the people involved; do not infer an approval date from access to a liaison.
Choose a different route when the question belongs elsewhere
For a provider-specific question to FedRAMP, follow the direct support guidance. It tells providers to ask directly about their own scenarios instead of using an intermediary. The support page offers no response-time SLA. An agency liaison should not become a workaround for that provider workflow.
Keep security incidents and formal notifications on the routes specified by their applicable rules. A general liaison discussion does not replace those submissions. For preparation help, see asking FedRAMP for clarification and agency onboarding and package handoff.
Common routing questions
Can a liaison clarify vendor status across all federal agencies?
The published guidance limits that capability to vendor status within the liaison’s own agency. Preserve that scope when recording the answer.
Does liaison participation promise faster authorization?
The program aims to improve efficiency and understanding. Those goals are not a case-specific turnaround promise or a transfer of the authorizing official’s decision.

How can an agency find its FedRAMP liaison?
The current guidance instructs agency personnel to email info@fedramp.gov from their agency email to identify the liaison or join the program. If the agency has no liaison identified, FedRAMP can help designate a point of contact and enroll the agency.
