FedRAMP 20x: Handle Assessor Role Qualification Gaps
REC-IAS-RQU requires assessors to cover all A2LA R311 roles with qualified personnel unless FedRAMP publishes a specific scoped exception. REC-IAS-INV requires assessors to treat deliverables prepared, performed or submitted by personnel lacking required role qualifications as invalid for FedRAMP purposes. Ask the assessor to identify the requirements, people, affected work and resolution; keep recognition checks and technical-finding disputes separate.

FedRAMP 20x: Handle Assessor Role Qualification Gaps
A staffing substitution can raise a different question from whether an assessment firm understands your platform: did the people performing the work meet the qualifications for their assigned roles? For Class B and C provider teams, FedRAMP 20x assessor role qualification gaps call for a precise conversation with the assessor about the role, the personnel and the affected deliverable.
A concern is a reason to investigate the facts. It is not, by itself, a conclusion that a person lacks formal qualifications or that an unfavorable technical finding can be discarded.
Identify the role-specific obligation
REC-IAS-RQU requires assessors to staff FedRAMP assessments with all roles required by American Association for Laboratory Accreditation (A2LA) R311, using personnel who meet each role's qualifications. It preserves an exception only where FedRAMP publishes a specific exception for a limited pilot or another explicitly scoped process.
Ask the assessor to identify the applicable role requirements and explain how the assigned personnel meet them. If an exception is cited, ask for the published exception and its scope. A general reference to pilot participation does not establish that a specific staffing exception applies.
Keep this inquiry separate from organizational recognition. REC-FRP-RAO prohibits FedRAMP from accepting verification, validation or other attestations from independent assessors that are not FedRAMP Recognized. Recognition and the RQU personnel obligation answer different questions; a firm-level check does not resolve the role-specific question.
Identify the work affected by a qualification gap
REC-IAS-INV requires assessors to treat deliverables prepared, performed or submitted by personnel who lack the required role qualifications as invalid for FedRAMP purposes. Preserve all three activities when asking which work was affected. The issue is not limited to the name on the final submission.
The duty rests with the assessor. The provider's practical task is to obtain a clear explanation of the issue and its resolution before relying on the affected work. These clauses do not establish that a countersignature automatically cures an invalid deliverable or prescribe a provider-run repair procedure.
RQU lists possible corrective actions that FedRAMP may require, including a consultation meeting, corrective action plan or revocation. That discretionary statement is not a declaration that the provider's entire certification is automatically revoked when a staffing concern arises.
Coordinate a focused resolution
Use a short working record to keep the discussion specific. The following is editorial coordination guidance, not an additional official approval form:
- State the concern. Record the staffing change or deliverable issue that prompted the question, without treating an unverified concern as a finding of nonqualification.
- Identify the role and people. Ask the assessor to map the work to the applicable R311 roles and explain the qualification basis for the personnel involved.
- Scope the affected work. Identify which deliverables were prepared, performed or submitted by those personnel and which versions are under discussion.
- Check any exception. Preserve the published FedRAMP reference and confirm that its explicit scope covers the situation.
- Obtain the assessor's resolution. Keep its validity determination, explanation of next steps and any necessary authoritative clarification linked to the affected work. Leave unresolved items visible before relying on the deliverable.
Handle supporting personnel information through appropriate assessment coordination channels. The public explanation of a staffing issue does not need to reproduce personal qualification records.
Preserve technical findings and the effective dates
A qualification concern and a disagreement with a technical finding are separate issues. Keep the original finding and its meaning available while resolving the staffing question. The finding-preservation guide addresses that separate task; the assessor automation-expertise guide supports selection conversations about technical capability.
The Recognition rules list July 4, 2026 for optional adoption, obtaining initial certification, maintaining ongoing certification and the end of the grace period. They do not use a next-assessment grace trigger. The cited role and invalid-deliverable provisions date to the June 24, 2026 launch.
A useful resolution makes the applicable qualification requirement, affected work and assessor's disposition understandable together, without replacing the assessor's responsibility with a provider assumption.
Frequently asked questions
Does firm recognition resolve an individual role qualification concern?
No. REC-FRP-RAO governs FedRAMP acceptance of attestations from Recognized assessors, while REC-IAS-RQU requires all A2LA R311 roles to be staffed by appropriately qualified personnel unless a specific FedRAMP-published limited-pilot or explicitly scoped exception applies.
Who treats work by unqualified personnel as invalid?
REC-IAS-INV places that duty on assessors. It covers deliverables prepared, performed or submitted by personnel who do not meet required role qualifications and treats those deliverables as invalid for FedRAMP purposes.
Does a countersignature automatically resolve the issue?
REC-IAS-RQU and REC-IAS-INV do not establish an automatic countersignature cure. Ask the assessor for its validity determination and documented resolution of the affected work, with authoritative clarification where necessary.
