FedRAMP 20x: Share Quarterly Review Recordings Responsibly

RTR says providers SHOULD record or transcribe Quarterly Reviews and supply all necessary parties. SRR separately permits responsible public or other-party release only after removing all agency information and determining release will not likely adversely affect the offering. Prepared content and anonymized, desensitized OCR feedback summaries have separate provisions. Removing names alone does not satisfy SRR.

Main question

When may a provider share FedRAMP 20x Quarterly Review recordings or transcripts more widely?

FedRAMP 20x: Share Quarterly Review Recordings Responsibly

Removing names from a meeting transcript does not, by itself, satisfy the conditions for wider release of a FedRAMP Quarterly Review. The rule covers all agency information, including comments and questions, and calls for a separate determination about likely adverse effects on the offering.

For Class B and C customer-security teams, FedRAMP 20x Quarterly Review recording sharing starts with two decisions: which material is being shared, and with whom? Supplying a recording to all necessary parties and releasing it to the public are distinct cases under the Collaborative Continuous Monitoring rules.

Separate necessary-party supply from wider release

CCM-QTR-RTR says providers SHOULD record or transcribe Quarterly Reviews and supply them to all necessary parties. That is not a universal MUST to make a recording. FedRAMP's SHOULD definition permits valid reasons to depart in particular circumstances after weighing the implications, and requires documented explanations of how those rules are handled.

CCM-QTR-SRR separately says providers MAY responsibly supply recordings or transcriptions to the public or other parties only if both conditions hold:

  1. The provider removes all agency information, including comments, questions and names.
  2. The provider determines that sharing will not likely have an adverse effect on the cloud service offering.

This makes wider release conditional and optional. It does not replace RTR's treatment of supply to all necessary parties. A decision against public release is not a reason to conflate the two audiences. CCM-QTR-RTR and SRR

Identify the material before choosing a sharing rule

MaterialRelevant distinction
Recording or transcription of the Quarterly ReviewSRR's wider-release permission depends on removing all agency information and the no-likely-adverse-effect determination.
Content prepared for the Quarterly ReviewCCM-QTR-SCR separately permits responsible wider sharing if the provider determines it will not likely adversely affect the offering.
OCR feedback summaryCCM-OCR-AFS requires an anonymized and desensitized summary of feedback, questions and answers about each OCR, supplied as an addendum or in the next OCR.

A prepared presentation, a transcript containing the agency discussion, and an OCR feedback summary are not interchangeable deliverables. The CCM provisions attach their conditions to those specific materials. Treat a recording of prepared slides plus live agency questions as a recording when considering wider release.

Review the actual release copy

The following is an editorial workflow, not a prescribed FedRAMP approval template or retention schedule:

  • Name the audience and material. Identify the necessary-party distribution and any proposed wider release separately.
  • Inspect every included format. Review the audio, video, transcript and embedded slides for agency information. Deleting a speaker label leaves the speaker's question or comment intact.
  • Evaluate the remaining content. Examine sensitive details and whether releasing the reviewed material would likely adversely affect the offering. Removing agency information answers only one of SRR's two conditions.
  • Prepare a separate release version if appropriate. Keep the reviewed copy and its intended audience clear so an unreviewed recording is not shared by mistake.
  • Record the decision and version. Note the reasoning, reviewer and exact material covered by the decision. Revisit the decision if the release copy changes.

Automation can help locate potential content for review, but a completed redaction operation does not establish that both conditions are met. The rule places the removal and determination with the provider.

Preserve the meeting context and timeline

CCM-QTR-NID prohibits irresponsible disclosure of sensitive information during a Quarterly Review when that disclosure would likely adversely affect the offering. Responsible release starts with the meeting content itself.

For the meeting, CCM-QTR-MTG uses SHOULD for Class B and MUST for Class C: a synchronous review every three months, open to all necessary parties, covering the most recent OCR aspects the provider considers most relevant to agencies.

The 20x CCM dates are July 4, 2026 for optional adoption and obtaining initial certification, and January 1, 2027 for maintaining ongoing certification. Grace ends on the first FedRAMP independent assessment started after January 1, 2027. These are existing rules. The collaborative monitoring roles guide covers the wider provider-agency relationship.

Frequently asked questions

Is removing agency names enough for public release?

No. CCM-QTR-SRR permits responsible wider sharing only if all agency information, including comments, questions and names, is removed AND the provider determines sharing will not likely adversely affect the offering.

Does FedRAMP require every Quarterly Review to be recorded?

CCM-QTR-RTR uses SHOULD for recording or transcription and supply to all necessary parties. FedRAMP’s SHOULD definition calls for weighing any departure and explaining handling decisions in security documentation. The separate wider-release rule uses conditional MAY.

Can a prepared slide deck use the same release decision as a recording?

CCM-QTR-SCR separately permits responsible wider sharing of prepared content if the provider determines no likely adverse effect on the offering. A recording or transcript is subject to SRR’s additional condition to remove all agency information.

Is an OCR feedback summary the same as a transcript?

CCM-OCR-AFS requires an anonymized and desensitized summary of feedback, questions and answers about each OCR as an addendum or in the next OCR. That summary is distinct from a recording or transcription of the Quarterly Review.
